West Reach (Nickname: High Fields)

The Area

West Reach used to be an amazingly well-kept historic area. Tobacco was produced in droves in the area, and provided the barons of the area their wealth from those small little plants. What was left after around 1930 was a historic district where individuals could visit and see "real live tobacco still being picked". Around the 1950's, though, the city of Carcosa purchased the land and piggybacked a city law to allow them to evict the residents without compensation. The dirty move was overlooked in best interests of "expansion" and "patriotism" (you had better believe it was spindoctored into looking unpatriotic if you disagreed in the 50's).

However, the plans that the city government had for the land never panned out, and in the late 1980's, the city government offered the land up for sale relatively cheaply. A group of men, masquerading as a valid business partnership, purchased the land wholesale from the city, and even paid extra for a few certain off-the-record perks. Perks like, oh, not having the police patrol the area regularly, restrict helicopter fly over and 10 days written notice for any investigations or warrants to be issued in the area. These perks are not public knowledge, of course, but the end result became the same, whether anyone knew or not.

Four black gangs had forged a temporary group alliance and pooled resources to buy the historic plantations. After reinforcing the area and moving their people over into guest homes around the plantations, they began to grow droves of marijuana. This veritable grove of marijuana was used to supply Carcosa and neighboring cities with an adequate local supply of beautiful green. Trespassers have to get past near-military-grade security systems, dogs and all sorts of fortification. Quite literally, Carcosa created a monster. Instead of bothering with them, though, they choose to ignore it, after all, no one wants to find out just what sort of an armory they have over there after thirty years of being left alone...
