Located near the point where the Chesapeake Bay meets the Atlantic Ocean, Virginia Beach dates back to the time when the first settlers put in at Jamestown. It’s changed from a small wood and dab settlement to a glittering coast of high rise condos and resorts. Now Virginia Beach is mostly known as a town with an on-going party scene and a population that swells with every holiday, with Spring Break being the biggest draw. A Mecca to high school seniors and college freshmen, the highest death rate in Virginia Beach is found in underage drinkers and drunk drivers.
As flashy as it is on the surface though, resort towns rarely make good homes. Those of the local population not employed by local universities or the military are in general mostly dependant on the tourist trade for its income, which makes for lean times in between holidays. As the city stretches away from the high rises on the beach it gives into smaller, squat buildings, congested streets and tiny houses with dirty vinyl siding.
The government of Virginia Beach cares little about the city away from the strip; it’s the resorts, clubs and bars that concerns them and their pocket books. Several members of the local government are also heavy investors in the beach-front strip. The strip area sees over 80% of the local government’s development budget, a situation that the rest of the city views with bitter cynicism.

The Lancea Sanctum has been established in Virginia Beach since the first Sanctified stepped off a wooden ship onto the shoreline. Since the early 1600s, the Sanctified have held a continuous Praxis although the Prince has not remained the same all this time. The city has seen four Sanctified Princes, each a Bishop before ascending to Archbishop and each selected by the Prince before him.
As expected, the majority of the city is made up from members of the Spear and they seem quite content in their places. The tourist city gives them a never ending of sinners to haunt and punish and the city government continues to spend in methods that will only see that continue. The second largest covenant is the Invictus, followed by the Carthian Movement. Almost all members of each find it easiest to declare lay membership in the Sanctified as well. If there are any members of the Ordo Dracul or Circle of the Crone, they keep their beliefs silent and pass as Unaligned.
For the most part the Sanctified adhere to a feudal model of government which appeases the Invictus and continually upsets the Carthians. A few years ago the Carthians won a major battle though: the Archbishop declared all feeding on the strip to be “open grounds” and since then the rivalry between the two political covenants has settled.
