VAOSHA is an abbreviation for the Virginia Occupational Safety and Health Administration, of which the Carcosa branch is the oldest in the state. The Virginia Legislature created the modern Virginia Occupational Safety and Health Act of 1974 in order to better prevent workplace injuries, illnesses and fatalities in Virginia by: setting and enforcing occupational safety and health standards; promoting safety and health training and education; and working with partners to develop innovative programs to prevent workplace hazards. In short, the Virginia Legislature was being pressured heavily by Carcosa bureaucrats to do something to calm down the working man's fears of being the next to fall ill in the blight that had befallen the city. VAOSHA is the excrement that was passed through the system.
The actual branch of this State-funded blob of paperwork, deadlines and laws no one can remember in Carcosa is located on a corner lot nearby to Hawthorn University in the Amptons, though technically not in the same district. You can't help but to hate the place, it looks like your tax dollars have been so well spent. The landscaping looks just as good as any of the multi-million dollar homes have nearby. The sidewalk and entryway around the place is cobblestoned. There's even a nice plaque by the entryway as a political memorial to those who "made the workplace safe again" with politician names and districts listed for a whole four feet of wall-space.
Inside it doesn't get much better. Though the place was made to "protect" the interests of the working man, it was build on Hawthorn Point (or rat island to those working men...) and it's furnished with lavish furnishings made for comfort. The front desk is manned by a woman at night, Brenda Peabody, who is just as happy to chat about anything and everything that doesn't pertain to her actual job description. Even her laugh is obnoxious, one of those high pitched nasal laughs to go with her nasal voice.
Benefit
Compassionate Conservative. OSHA in any state is a joke, companies do what they damn well please and ignore any paltry penalties that OSHA can hand out. Virginia's branch is no different. Even though it's supposed to be running at a loss, the place and people you see don't look like they're suffering from too many budget cuts and the reason for that? You're pretty bright, you figured it out: you scratch my back, I'll scratch yours. You can gain 9-again on any Politics or Bureaucratic-based rolls and add your Politics score to your roll as well. Furthermore, when training or locating a retainer who is and should be politics-based, you may use 9-again because of your connections (or 8-again if you have the benefit for Remelhad Labs active when you start your attempt). Naturally you may only have one locating/training retainer at a time, similar to the Remelhad Labs benefit.
