Sunnyside Penitentiary was originally established as a private prison in 1902 by the railroad, by 1922 it was already being expanded and the criminally insane were being added to the inmates housed there. In the mid-1930s it was expanded yet again as it continually became overcrowded often with workers from the dam who grew too “rowdy” for convenience. However, not more than a decade later it was determined to be bad for business to house prisoners so close to the growing tourist town, so the inmates were relocated to several miles north of the city and Sunnyside was haphazardly renovated and renamed to serve as a state-funded sanitarium.
The city quickly realized they didn’t have the funding for the necessary staff and sold the Sunnyside Sanitarium to Deering Biochemical. Too grateful to be rid of the albatross none of the city councilmen questioned too much why a corporation would want to purchase and staff a near profitless enterprise. The truth of the matter is Sunnyside turns a generous profit for Deering Biochemical, it’s here that they do their illegal (and highly unethical) clinical testing on the “patients” to develop new drugs for both legal and illegal markets. With profit as their goal, in general Sunnyside turns a blind eye to the degree of insanity in their patients and often is willing to take a perfectly sane person into their care - for a small fee that covers their board, of course. The scientists and other employees at Sunnyside are too well paid, and often somewhat fanatical in their pet experiments, to care much about the ethics of the situation.

Furthermore you can further improve the ability to gain medical drugs or preserved blood through the Research allies action, "Use public functions of health centers (Gain one use of medical drugs or one vitae point once a week, maximum)." which will net you 5 doses of medical drugs, or three vitae, when you utilize it.
