The Rising Dragon is the second in command in the [{Sworn of the Axe]] and must always be ready to take the place of the Rampant Dragon should that kindred die, fall into torpor or be otherwise incapacitated. As martial ability and the capacity to lead troops in the field is more vital than mastery of the coils, it is not entirely uncommon to see kindred with relatively few coils holding this title, as opposed to the Masters, Philosophers and the like who are often found in positions of power in the other oaths
