The Primogen advise the Prince on policy matters. The nature of the Primogen council varies; some Primogen only advise, while other Primogen councils actually form policy on their own--in some cities, even without a Prince. In most cities, the Council contains a mix of clans and covenants, although there is no assurance that any one group will have equal or fair representation.
