This is a neutral environment. It is not particularly active but not especially lethargic either. It could swing toward aggression or alarm when given significant impetus, but it remains steady until something pushes it in either direction. Behavior and responses are reasonable, and outsiders are judged on their actions and not their familiarity.
Description
Plaza Park, the "central park" of Carcosa, is located in Paradigm Plaza and is paved with (quite literally) gold. The cement mixture that the city used for paving the walkways and the brick inset designs, also had one million dollars worth of gold shavings placed into it. Thus, the walkways very literally sparkle in the golden hue from the (specifically) chosen lamps lining them.
Tourists love Plaza Park, have nicknamed it Gold Park, and as such it's gotten more than a few "tourism" and travel shows dropping in for a segment on the park itself. Animals are not allowed, except on a leash, and only during the hours of 10 AM and 5 PM; their droppings must be picked up and disposed of in proper containers as well. All hours of the night see visitors, however, which is not surprising because of the population of the metropolitan area.
The park is smaller than most nature activists would like, but the fact that the city so rigorously maintains the botanical gardens leaves all but the most militant types satisfied. Benches line the walk ways, and the small pond has a picture-esque bridge to cross over it.
Officers of Carcosa Police, mounted on horseback, patrol the area, and the clomping of their hoofs is generally the only warning to their impending arrival. They're generally rather prone to racial stereotyping, and people who look like 'problems' can expect regular pat-downs and question sessions.
