One of the largest cities in America, the first capital of the United States and one of the most historically important cities in the United States, Philadelphia saw its glory in the late 18th century and has been in a steady decline ever since. While it was the center of sociopolitical change in the 1770s, by the 1900s the “City of Brotherly Love” had become known as "corrupt and contented." Philadelphians were content with the city's lack of change or excitement and the city’s single-party politics allowed corruption to flourish.

Now the city is divided into those who feed off the corrupt government and those who are victimized by it. The poor and disenfranchised turn to gangs for protection, leading to deadly turf wars and high murder rates while the city’s elite turns a blind eye in favor of pouring city funding into historical preservation projects. The revitalization and gentrification of historical neighborhoods such as Society Hill sees far more funding than the overcrowded general hospitals or the sub-par public school system.

Several reforms have been attempted over the years but each and every time the movement is halted by the sheer power of the entrenched corruption. Political pressure and a well-developed “good ol’ boys” network keeps up and coming politicians from enacting any social changes and keeps grass-root political movements grounded.

Kindred of Philadelphia

As Kindred politics often mirror mortal politics, it’s not surprising that the Carthian Movement make up a large part of Philadelphia’s Kindred. The Invictus are a close second in population, followed by equal amounts of the non-political covenants. The Circle of the Crone in particular has always held a Regency in the city, but has never taken an overt hand in the management of any thing other than it.

Despite the populous Movement, the Invictus hold Praxis in the city and have for several years, excepting “the incident.” In the late 1940s, the Invictus Prince of Philadelphia went into torpor leaving the throne to his young childe unknowing of the political unrest coming. The childe was unseated less than ten years later when members of the Carthian Movement, bit by the reform bug currently sweeping mortal politics, unseated him. The Invictus quickly rallied to put the childe back on the throne but heavy concessions to the Movement were made in the process.

Now the young Invictus Prince is mostly a puppet to his own elders, who he owes for his Praxis, as well as a council insisted upon by the Carthian Movement. A shame known only to the Invictus of the city is that the Prince, Michael Powers, was stripped of Tribute when he was overthrown and it was not restored upon his resumption of function. Neither faction takes much interest in the Regency held by the Hierophant of the Crone, as it’s never caused trouble and has been there longer than most of them.
