The Area

North Row, as it's known by every two-bit hood, is damn-near a warzone. It hasn't broken out into widespread violence, yet, in the last decade, but people who know and live in the area are afraid the straw that breaks the camel's back may come any night. The truth of the matter is simple: there's just too many people and groups fighting for control over the areas. Blacks, Latinos, Whites and even a small faction of the local Chinese Triads have declared overlapping territories. The Chinese are the least involved in the infighting in the area, and the majority of the gangs just don't want the trouble that would come from shaking up that hornet’s nest. The others though... they fight mercilessly.

Carcosa General Hospital operates out of the area, and after a certain time of night, things start to spiral towards "gunshot victim, needs the ER now" rather than the aches and pains of the morning and afternoon. The fleet of city and privatized ambulances constantly come in and out of the hospital lots, and paramedics are consistently in high demand on the job market. Surprisingly and sadly, paramedics working the area have quite a high turnover rate, and are often victims of blind rage from those they're trying to help. Surely, North Row would be the closest thing to Hell on the north side of town, if not for Old Town.

In an attempt to tourniquet the bleeding of the area's youths caught up in the violence and criminal undercurrent, Dowen Projects has modeled itself as project housing, but requires regular attendance at churches and community events. It has helped, some. But sadly, in a modern world and such a massive modern city, the promises of riches, wealth and comforts in the afterlife is not enough for most young adults. They want their ipods, they want their money and they want it now. The problem is: they'll do anything to get it, and Pappelbon Row is the prime example of what depths people will go.

When hoods and thugs from the area are asked what hood they’re from, or what sect they represent, they always respond with “Northside”. People from Hanover Wards and “southside” find that they sometimes are in mortal danger just by answering the wrong answer to a question posed by a surly group of roaming murderers. Unsurprisingly, car theft and home invasions top the crimes of the area, but as said, people worry murder might top it if the powder keg blows...
