The Area
The Oceanfront district suffers from a general case of over-use and under-care. No one can remember the last time there was money infused into the East Docks to try and repair some of the worn and weathered piers there, and more than a few are starting to show signs of constant neglect. Crustaceans creep up the supports in thick masses, as if they've been allowed to grow and populate the area unchecked for half-a-century. The shore is littered with refuse, some stinking and some not; depending on the temperature and winds, it can be almost unbearable to be on the East Docks during the dog days of summer. Cranes, huge barges and exceptionally large metal railroad cars are loaded and moved almost constantly and the railroad sends out a new train every hour, near on the hour.
Further out from the docks lie the headquarters, shipping & packaging plants and offices of the blue collar jobs working the docks. There are also two separate automobile plants working out of the Union Square area, and in general, Union Square is where you want to be working if you're blue collar. It is not a big secret that the Unions are run by some of the local organized crime groups, but they've been advocated for so long by the bureaucrats and politicians that it never even makes news stories anymore when there is someone who tries to whistle-blow on rough ups from "union thugs". It's expected, for those who live and work in the area, to pay regular "donations" to the local neighborhood "security watchdogs" - the legalized security firms that were, prior to the riots, considered gangs and 'hoods.
Between the grinding metal-on-metal from the cranes, the thunderous cracks of their metal clamps on railroad car cargo from the barges and the constant thumping as they're moved and positioned onto waiting railroad trains, the Oceanfront and all of it's areas can be considered one of the noisiest places in all of Carcosa. Still, though, the property values being so low has lured in more than a few people, and it's not uncommon for at least one out of every five people living in Carcosa to have their home in the Oceanfront district - which puts the population in the area around a staggering two million strong.
