This is a neutral environment. It is not particularly active but not especially lethargic either. It could swing toward aggression or alarm when given significant impetus, but it remains steady until something pushes it in either direction. Behavior and responses are reasonable, and outsiders are judged on their actions and not their familiarity.

Those in the House's protective sphere, that is anyone inside this house, will feel more alert, and more adept. If you step outside of the house, you'll be able to physically feel the difference in your muscles: like a lurch, as if you were somehow slowing down into normal mannerisms. ((Anyone inside of the house gains +1 Initiative))

Appearance

The outside of this rather old building is a little unkempt, a little less than green, only the hardy green shrubbery and green ivy climbing the red brick slowly struggling with the forces of gravity remain. Perhaps it's symbolic of the way things are in the megalopolis at large. The property is surrounded by a newly repaired 10 foot high iron fence, a clean and modern metallic skin around the old residence. The only point of entry, short of climbing or breaking through the fence, is a large sliding gate, opened electronically from inside, that opens wide enough for a vehicle to drive through. The spikes that were once dull or missing are sharp and menacing once again.

This old edifice has escaped, for now, the worst of the degradation of the area --a relic, perhaps of a time gone by. Young kids go by and whisper to themselves Grimm's Fairy Tales of the modern age, the unkempt lawns and dark windows helping to feed the reputation of the 'house' in the over-active minds of the young.

Over the Entrance Inscribed in Latin is the Phrase "Hic Sunt Dracones" (Here there be Dragons)

Common Knowledge

The stories of the young are just that stories. It takes but minimal effort to find that the old building is the head meetinghouse of a very selective elite group of scholars. This group, apparently has been about since the 1800's another relic gone by from the age. While the group currently is not accepting new applicants and hasn't for sometime, it has great interest in ancient texts and relics and has been known to occasionally make competitive bids for especially unusual items.

Truth

The building is actually the chapter house of Carcosa's Ordo Dracul. The academic group that owns it is a legally recognized but ultimately non-existent organization that the Ordo uses as a front. A front to filter money, make purchases and after the hard lessons of the early twenties (or whenever they almost foreclosed) to make purchases and keep government officials from looking too close. The "exclusivity" of the "society" does come with a price, however. The occasional professor or self-proclaimed occult specialist insists and in some cases demand that they be allowed membership. While there is a drawback of the occasional professor or antiquarian insisting that they should be considered for membership. Or at least allowed entrance to building. Little do they know of the truth, but the benefits for the Ordo Dracul overall outweigh any inconvenience.

Entry Room

The front double doors face North, open to a small waiting room with a reception desk and a wooden bench. The A set of Double doors Directly South leads into the common room of the Chapter house where guests are entertained. Both sets are kept closed, on occasion even locked.

Set in the center of the room is an Onyx sphere, fused to the floor boards and ringed with candles. There appears to be some arcane symbols inscribed in a perfect circle around the sphere and regardless of the temperature in the room, the sphere is warm to the touch.

Main Hall

What used to be the common room has been stripped down and converted into a large hall reminiscent of a shou-lin temple. The room is uncarpted and made of well polished stone. The center of the room is sinks downward the ground about three ft" (3 stair steps) creating a large square recesses in the middle of the large circular room. Directly opposite the entrance, across the recess, is a raised dais with what appears to be a shrine, inscribed with symbols of the Order. The ceiling rises high above into a vaulted dome ceiling painted to depict a crystal clear winter night sky. Arcane symbols of complex designs cover the walls with interwoven meaning and symmetry. Unlit candles sit on top of the shrine, while false torches are set in sconces around the room sputtering a rather decent electric impersonation of torch light. The room is not welcoming, there is no where to sit, besides the floor, and their are no book shelves or tables. The Austerity speaks of silent contemplation, causing voices to drop to a whisper out of instinct and perhaps a bit of fear. Besides the large double doors there are Four other doors, one in each diagonal (Rooms 3-6)

Office

In the Southwest corner, lies a private office which is used by the Grand Wyrm or [Kogaion]]. It has been used as a meeting room for those who need it at the time. The room has piles of various papers, as the room his far from orderly. even with things out of order there does some to be a form of organization to it all plus few of the works are in english so there's never a fear of a prying eye. All but the most trivial of papers being locked away securely in the large oaken desk in the center.

Library

The Northwest corner holds an impressive private library. The books line nearly floor to ceiling and the library itself is swaddled in rich darker tones of mahogany and green study lamps. The predominate theme seems to be the supernatural but there is also a good selection of philosophy, science, history, Latin and Greek. Generally it seeks to be comprehensive in the subjects that it does offer allowing the Dragon time to read through and to research within the relative safety of the Chapter House as is their private nature. There are several cabinets with terribly heavy locks, undoubtedly the location of fabulous and rare tomes.

Meditation Room

This Small room is as it sounds a nearly empty room for use in meditation, training, or any other use one would find for an empty room. of the four doors leading out of the common room this one os the thickest, the inside walls are a little unkept there are even a few very old scratches and gouges on the walls as well.

Caucus Room

Room 5: The Northeast corner, also known as the Caucus or presentation Room. The room contains a large Meeting table of polished oak inlaid with barouque designs and a few odd occult glyphs. Against the walls are several shelves and on the Western Wall there is a Locker for each Dragon to keep items they feel uncomfortable taking out of the Academy. On the eastern wall sit a usually unlit brick fireplace While nominally used for Causcus this room serves as private study hall, demonstration room, and generic meeting room for any official business that needs to be discussed for the Academy. Jokingly called the "war room" by few of the younger dragons, there are obvious signs of attempts at technological upgrades, such as installing a projector and screen, some ethernet jacks that went out of fashion before ever becoming fully operational, and lightbulbs made by Phillips that are supposed to last 10 years! Despite the attempts to modernize the room, there is nothing laugable about the austere grandure of the Academy's flag ship room.

In the Southeast corner, a stocked and private bathroom. While the sink has been used recently the toilet seems almost untouched. In the Back Corner of the Caucus Room, is the door leading down to the Basement.

Basement

The back corner of this room has a small locked door that opens to a flight of stairs. This leads to the basement. The Basement is divided into two parts, The Northern half is the Lab, the Southern half is reserved for storage.

Lab

The Lab seems to be nearly flooded with scientific and occult gadgets baubles and interesting tools of every form imaginable. It seems a terrible mish-mash of tools from various disciplines. Surgical devises, tables, microscopes as well as the more arcane and alchemical tools. Nothing is truly out of bounds here. Tables line the walls and are completely covered with papers, jars, tubes, bones and unnameable mechanical devices. The scene would be almost cute if some of the items had any conceivable purposes other then the infliction of pain or removal of organs. The pristine and sterile quality, almost utterly devoid of gore or viscera despite the examination tables, actually makes it seem even more unnerving as fantastic developments of alchemical wonder and horrid acts of ruthless dismemberment are conducted with the exact same sterile and precise dispassion.

Storage

The Southern Half of the Basement is reserved for Storage and contains the boiler in one corner, and a large morgue style refrigeration unit against the South wall. There is also a walk in Freezer/Refrigerator and several thick metal foot lockers that have been welded together to form a compartmentalized vault of sorts. Several shelves hold less critical items, such as lab supplies, chemicals, and the occasional unidentified work in progress.
