Kogaion

The Kogaion is the pre-eminent Guardian, and has full knowledge of all Wyrm's Nests and ley lines in the area.

Kogaions are often selected for the excellent memories, and many hold the rank of Master in the Ordo Dracul. Indeed, no unsowrn Dragon has even been named a Kogaion, though Kogaions no longer need follow the duties of their Oath.

Besides holding all Wyrm's Nest and ley line data in their minds, Kogaions also often maintain rosters of all Dragons in the city, and many try to learn as much as they can about other Kindred in the city as well.

The position of Kogaion is often a solitary one, due to the fact that they have dangerous unlives brought about by the fact that they possess a great deal of secret knowledge and often encounter other supernatural beings.

Kogaions are elected upon the death or retirement of their predecessor by the Sworn of the domain. There must be at least one member of each Sworn Order for this election to take place.

A Kogaion can be deemed "untrustworthy" only by seven other Kogaions registering a vote of no confidence in regards to the Kogaion's ability, and even then a Juris Draconis is required to remove the Kogaion.

While the position of Kogaion gives great honor to the Dragon that holds it and provides great power (for instance, the power to ignore a Juris Draconis unless the Kogaion willingly submits to it), it is a solitary position that always has the danger of death hanging over its head. The loss of a Kogaion is a terrible blow to the local Dragons, since it means the loss of a powerful Dragon that possessed a great deal of secret mystical knowledge.
