One, that there is wisdom in the Rule of Golgotha.
- One should practice these sacred Traditions so long as they are within the boundaries of Carcosa:
- Golgotha 5:1, We know well that with the power of Damnation comes limitation. The Damned hide among those who still enjoy God's love, making themselves known only to exemplify fear.
- Golgotha 5:4, Likewise the Damned shall make none of their own, for such is a judgment of the soul that is the purview only of God.
- Golgotha 5:7, The Damned shall suffer yet more should they slay a fellow to take his soul from him.

Two, that Tranquility exists in Carcosa.
- Samuel Davenport henceforth declares Tranquility within the territories he commands and controls in his Dominion. These policies applies to all, without exception, regardless of clan, covenant or creed. Regardless of Oathbound Loyalty or Pledge. Regardless of station and regardless of ignorance. Any who transgress shall pay the penalty.
- As written in the Testament of Longinus, all Kindred are unconditionally banned from the creation of childer within the Dominion of Samuel Davenport. There are to be, without exception, no Embraces. Those who transgress this proscription shall be punished by enforced torpor, exile, mutilation or other punishment to the length of time and severity as determined by Samuel Davenport. Those Embraced willingly or upon request share in the guilt of their sires, but are to be considered and held less accountable. Those who travel to the purlieu of the Dominion of Samuel Davenport to perform these acts and then return with the fruit of their deeds are to be judged as if they had Embraced within Carcosa herself.
- All within his Dominion are enjoined from slaying another Kindred, be it directly or indirectly. Those who commit this crime shall be punished by the vicissitudes of sun, flame or mortal wounds to the length of time and severity as determined by Samuel Davenport. If your ghoul slays another, the ash is still on your hands, his crime is your crime and will not shield you from the guilt.
- Should circumstances somehow merit exceptions to these rules, it shall only come in the form of an Indulgence. And then, only with at least three night’s forewarning may it go into effect. An Indulgence is a single night wherein this rule is rescinded: while it is in effect, all Kindred may elect to embrace as they will with no repercussions from the Prince and all Kindred may likewise slaughter each other and fear not the wrath of the Prince.
- Look warily upon those who seek the grant of an Indulgence as it will never be granted for “one” Kindred and one Kindred alone - it will apply to any and all Kindred within the Dominion of Samuel Davenport’s control.

Three, that your Retainers and Vassals are considered an extension of you.
- As Patriarch or Matriarch of your household you must mark them and legally change their names to match the Patriarch or Matriarch's surname of the household, or submit them within one week to a private registry belonging to Prince Samuel Davenport. Unnamed or unlisted vassals are property of the state if they are located. Kindred who regularly violate this law will become execrated and eschewed.

Four, that those of appointed position are accountable to those Recognized.
- Time and experience has shown Prince Samuel Davenport that often, those appointed to position or allowed the maintaining, tithing and reaping the benefits of a Territory, do not caretake, manage or perform their duties to a satisfactory level after they have been appointed for some time.
- Thus, it has been decreed that those at least Recognized may, at a proper Court or Elysium Gathering of the majority of the Kindred in the city, call those of Office or Land Ownership to open forum before those so gathered.

Five, that the Sanctity of Elysium exists in Carcosa.
- Sanctity of Elysium in Carcosa entails there shall be no open violence, no physical hostility or realistic threat of physical violence and/or retaliation of similar kind made upon the grounds of Elysium under the law of Prince Samuel Davenport. The Master of Elysium is accorded the right to banish, punish or request the aid of a Hound in order to maintain the order of Elysium and the laws so determined by the Prince and the Master of Elysium for it’s occupants. Kindred within the Elysium and that are subject to physical assault within it’s borders are accorded the right to defend themselves from assault, but are not accorded the right to cause the Final Death in doing so.
- However, it should be duly mentioned that the Sanctity of Elysium only extends to the borders of which the building exists. Travel to and from Elysia are not covered by Sanctity, nor is it the prerequisite of the Prince to declare all Kindred with allowance to travel through the Domains in which Elysia exist. If a Domain is claimed in which a popular Elysium exists, then it would do Kindred well to not become banned from that Domain by the Kindred who makes claim to Land Ownership of it.
- Kindred may petition for locals to be granted the Sanctity of Elysium by the Master of Elysium at any time, or the Prince at a proper court or Elysium Gathering of the majority of the Kindred in the city. The Master of Elysium is accorded the right to deny or approve requests of any place or type as they deem fit. The Master of Elysium is also accorded the right to temporarily, for one night, approve or deny the request for the Sanctity of Elysium for a non-regular Elysium; an example of this would be for the grounds of a masquerade ball, auditorium debate or some other Kindred-arranged function.
- A Kindred’s personal retainer retinue may only include one other person while on the grounds of any Elysia. Animals or any other sort of beasts not under the classification of “animals” are not permitted within the boundaries of Elysium. Lastly, it is furthermore forbidden for a Kindred to use abilities to cloak or mask themselves or individuals of their association or personal retinue within the confines of Elysium from common eyesight; violation of this particular law will constitute a crime against Prince Samuel Davenport directly and will be punished with severity.

Six, that those who add Uncontested territory holdings to Prince Samuel Davenport’s Dominion shall be immediately accorded both Renown as well as the right to Land Ownership of it.
- Those who, through their own personal achievement, manage to wrest free territory to an uncontested state formally so that the Dominion of Prince Samuel Davenport may extend to it shall be immediately rewarded for their efforts in a manner and at the discretion of Prince Samuel Davenport.
- Should there be trouble, however, from an overzealous, reckless and amateur attempt to act upon this law which threatens the Kindred of Carcosa, the foolhardy Kindred so responsible will be charged for crimes against Prince Samuel Davenport and punished as he sees fit.

Seven, those that are execrated and eschewed by Prince Samuel Davenport shall also be execrated and eschewed by those Acknowledged within his Dominion.
- Those whom Prince Samuel Davenport has execrated and eschewed, otherwise considered to be Outlaws, are no longer protected under the laws of Carcosa. Those who aid them after such pronouncement are also at risk of execration and eschewment by those loyal to Prince Samuel Davenport.
- Those who have committed terrible crimes, worthy of more than execration and eschewment, may become Blood Hunted. The Prince Samuel Davenport has the right as he sees fit to declare the Blood Hunt on a Kindred or multiple Kindred. A Blood Hunted Kindred is considered an enemy of the city, all Kindred who have sworn their Fealty to Prince Samuel Davenport must take part, either directly or indirectly through their personal retinue, influence or assets, in aiding to hunt this individual to incapacitate, or destroy, or act upon whatever punishment is determined by Prince Samuel Davenport. A Blood Hunted individual is no longer protected by the Tranquility of Prince Samuel Davenport. A Blood Hunted individual is no longer protected by the Sanctity of Elysium of Prince Samuel Davenport. The aiding or abetting of a Blood Hunted Kindred is considered a crime against Prince Samuel Davenport and shall be punished as he sees fit, which may include the levying of a Blood Hunt as well against the guilty Kindred. A Blood Hunted individual has one sole right: to beg the forgiveness of the Prince and beg the repeal of the Blood Hunt.

Eight, that all Kindred who would become Land Owners or members of Court must swear to a higher Fealty than those who are simply Acknowledged.
- Those who would become members of the Court or Land Owners under Prince Samuel Davenport must swear to an Oath of Fealty, written in their own blood. The terms of these Oaths will vary slightly from position to position or territory to territory. However, if such an agreement of Fealty is broken by those who have sworn it to Prince Samuel Davenport, they will immediately be subject to punishment as well as very likely execration and eschewment, at the discretion of Prince Samuel Davenport.

Nine, that the offices of Court have stipulations which apply to them or allow them to confound prior written laws in pursuit of their duties.
- Prince Samuel Davenport is the tribunal of Carcosa; his word is Law and his Judgements absolute. The Prince’s Justice can be administered at his discretion by certain members of his Court, as he sees fit. The Prince is exempt from prohibitions on the Laws as he sees fit. The Prince has the right to determine any action a high crime, or crime against himself as he sees fit and is accorded the right to punish it accordingly.
- A Seneschal appointed to their duties is expected to know all letters of the law, even those spoken and as of yet unwritten. The Seneschal has the right to grant pre-Acknowledgement, allowing those so garnering of this to arrange with Land Owners to hunt or handle their arrival to Carcosa business. However to gain permanent Acknowledgement, the Kindred in question must still request it of the Prince. The Seneschal is expected to handle the management of organizing and collecting tithes from those the Prince has determined are to be tithed. The Seneschal is the sole individual who may be called upon to request that the Prince oversee a matter in open elysium concerning matters of Land Ownership, derelictions of duty or some other open forum worthy request. The Seneschal is accorded the right of the authority of the Prince in occasions where the Prince is not available, though this does not extend to the right of exile or torpor, as those remain the purvey of the Prince and Prince alone.
- A Reeve, otherwise known as a Sheriff to those not of the Invictus, is expected to know all letters of the law, even those spoken and as of yet unwritten. The Reeve is expected to maintain the Tranquility within Carcosa. The Reeve is granted leave to assign one Deputy to aid him in his duties. The Reeve is expected to investigate any disturbance of the laws of Samuel Davenport. In cases where that comes into conflict with a Land Owner, the Reeve, acting in his official capacity to Samuel Davenport, is accorded the right to exercise the authority of Samuel Davenport in pursuit of his duty. The Reeve is expected to maintain the Masquerade and in the despicable case of a breach, whether purposeful or accidental, arrange for the repairing of any possible damage done to it. The Reeve is expected to regularly report to the Seneschal and Prince on the state of any ongoing investigations, or to inform of any new investigations going to commence. The Reeve is exempt from the Sanctity of Elysium and all stipulations within it so long as it befits the duties of his position. A Deputy is accorded the right of the authority of the Reeve in occasions where the Reeve is not available.
- The Master of Elysium is permitted to assign punishment for infractions against the Sanctity of Elysium that occur within the walls of Elysium. The Master of Elysium is required to maintain the physical building of Elysium and ensure that Elysia of the city are always available to those who are not banned from attending through direct or indirect means. In addition to the rights accorded to the Master of Elysium in the Sanctity of Elysium, the Master of Elysium is exempt from the policies prohibiting violence within the boundaries of Elysium so long as it befits the duties of his position. The Master of Elysium is expected to encourage those of the city to regularly attend Elysia. Lastly, the Master of Elysium is expected to provide security and furnishings for the Elysium building.
- An Archon, otherwise known as Hound to those not of the Invictus, is expected to maintain the Tranquility of Carcosa. An Archon is expected to consider all individuals who have not been granted pre-Acknowledgement by the Seneschal or formal Acknowledgement by the Prince as potentially dangerous to the Tranquility of Carcosa and are granted the right to interrogate and question, or otherwise bar a potentially dangerous Kindred from meeting with any member of Court. An Archon may be called upon to quell a violent or potentially violent situation between any Kindred within Carcosa. An Archon is expected to take part in leading with other Archons, or lead themselves, a Blood Hunt so called by Prince Samuel Davenport. An Archon is exempt from the Sanctity of Elysium and all stipulations within it so long as it befits the duties of his position.
- A Harpy is accorded the right to record and monitor the activities of prestation and boon trade between the Kindred of Carcosa. They are also given the right to monitor scandals and noteworthy activity that take place within the Dominion of Samuel Davenport. Finally, they are given leave to investigate or interrogate, within the boundaries of social endeavors, any who may be suspected as aiding those considered execrated and eschewed or Blood Hunted.
- A Land Owner is accorded the right to maintain and manage their territory, tithe in whatever manner deemed fit to their tastes, set rules which do not conflict with the laws of Prince Samuel Davenport, hire mercenaries to maintain their rules or collect debts owed within their territory and deny or allow individuals to traverse or visit locals within their territory. A Land Owner is expected to maintain their territory’s part of all laws of Carcosa, including the management of overfeeding or lackthereof. Breaches of the Masquerade or other laws that occur within a Land Owner’s territory may require the Land Owner to aid the Sheriff in investigation or repair.
