Kindred Laws of Atlanta (Anthony Anderson)

On this night, June 7th of the year 1946, the following laws shall dictate the government and style of harmonious Kindred state within the domain of Atlanta under the Princeship of Anthony Anderson:

Section I.

All Citizens and non-citizens of the Collective will abide by the three Traditions in the manner of definition here.

a. The Masquerade. All Citizens and non-citizens will, at all points, keep from bringing attention to any aspect of our condition willingly or unwittingly to any mortal. Mortals who would become Ghouls to Kindred masters are exempt from this, so long as the Ghoul in question is bound by three steps before knowing the truth of the Kindred master’s state of being.


b. Progeny. Amendment, August 17th, 1947: All Citizens are allowed to embrace one childe free of any restrictions as a right to their acceptance as a citizen of Atlanta. Childer created in any manner will be strictly the responsibility of the sire. Sires are permitted at any time during the childe’s learning period to destroy their creations if it becomes an unruly or unbecoming aspect. Kindred seeking to embrace after already having embraced their first and free of restriction childe must seek the approval of the Collective via the Prince.


c. Amaranth. No Kindred shall ever partake in the crime that is the Amaranth. If any Kindred of the collective is found to harbor thoughts of committing such a crime they will be treated as if they had already committed the deed themselves and, like those repugnant individuals who have committed such crimes, will be Blood Hunted in the territory of Atlanta.


Section II.

All Kindred who wish to join the city-state of Atlanta understand that there are two classifications of individuals within the territory, that of a non-citizen and that of a Citizen.

a. The Definition of a Citizen. Citizens are individuals who, at behest of other citizens or the collective via the Prince, have been shown to exercise good judgment and are of worth to the Collective.


b. The Rights of the Collective’s Citizens. All Citizens of the Collective have rights given to them under this set of laws for their service to and with other Kindred of the Collective.
1. Citizens have the right to feed within the city, regardless of the claimed territories, so long as they are not infringing on the right to govern said territory by ignoring the wishes of the governing Kindred or are infringing on the safety of those already within the territory permitted to feed.
2. Citizens have the right to equally gain positions of duties or become a governing unit for a territory within the Collective so long as they market and manufacture themselves and show that they can handle such a governing position. Citizens have the right to call a governing individual, so referenced as a position holder or a Kindred territory holder, out in an official open forum at any time which will be presided over by the Collective via the Prince. During this open forum, the challenging Citizen may attempt to prove why they should be permitted to ownership of said position or territory rather than the other Citizen in question.
3. Citizens have the right to petition the Collective, via the Prince, for any subject matter. However, such petitions must have the written vouching of five other citizens before being submitted to the Collective, via the Seneschal, to be reviewed by the Prince – who will then set a date and time for such a discussion.
4. Addendum, August 17th, 1947: Citizens have the right to one free of restrictions embrace without the need of permission from the Collective via the Prince. Subsequent and following embraces are subject to approval by the Collective via the Prince.


c. The Rights of Non-citizens. Let it be known that the only right a non-citizen has in the territory of Atlanta is the right to be granted an area to feed as dictated by the Collective via the Seneschal. Kindred non-citizens who have not been placed in an area to feed may not do so in any area of the city until placement by the Collective via the Seneschal occurs.


d. Becoming a Citizen. Kindred wishing to become Citizens of the Collective must provide reason for the grant of such a trustworthy and agreeable placement amongst the Kindred of the city-state of Atlanta.
1. Appointment of Citizenship by the Collective via the Prince may occur, and is often the most common notation of becoming a Citizen within the collective.
2. Appointment via an esteemed Citizen of the city, for ease of reference – a Citizen that holds a position of government within the city, may also occur. Such appointments of Citizenship require that the Kindred non-citizen in question get a written vouching from the position-holder and five other members of the Collective to present to any whom would question. This should be made official to the Collective via the Prince.
3. Addendum, February 2nd, 1983: Appointment via the Collective, finally, may be the last to occur. Such appointments of Citizenship require that the Kindred non-citizen in question get a written vouching from ten other members of the Collective to present to any whom would question. This should be made official to the Collective via the Prince.


Section III.

The duties and expectations of those Citizens who are serving as governing Kindred amongst the Collective shall have their duties readily available for view by any Citizen of the collective interested.

a. Priscus. A Priscus will serve the Collective as an individual most responsible for the workings of that particular family line, insofar as the introduction of new Kindred into the city and first defense against any possible official punishment being levied against a Citizen of that particular clan.
1. A Priscus is expected to give the first preliminary acknowledgment (which is not formal acknowledgment) to any new and previously unknown Kindred before informing the Collective, via the Seneschal, of the arrival.
x. In the event that there is no current, acting Priscus for a clan, the Kindred in question will need to gain the first preliminary acknowledgment from two other Priscii in the city.
2. A Priscus is expected to be a party that is available to any Citizen of that particular Priscus’ clan if there are charges levied against them. The Priscus will be expected to plead the case of the so-charged individual to the Collective, generally via the Prince.


b. Seneschal. A Seneschal will serve the Collective as an individual most responsible for the night management of the inner workings of the Collective.
1. A Seneschal is expected to give secondary preliminary acknowledgment (which is not formal acknowledgment) to any new and previously unknown Kindred before informing the Collective, via the Prince, of the arrival.
2. A Seneschal is expected to assign non-citizens placements of feeding and arrange for such to not be a burden on the local area.
3. A Seneschal is expected to keep regular notations up concerning the health of a territory’s feeding population and inform the collective, via the Prince, once per month.
4. A Seneschal is expected to assign temporary relief to an area’s Citizens if the need arises and shift individuals hunting within to different parts of the city-state if the need arises.
5. A Seneschal is expected to deliver correspondence addressing the Collective to the Prince regularly and without prejudice.
6. A Seneschal is expected to understand, acknowledge and interpret the laws of the land for any Citizen of the city whom requests it.


c. Herald. A Herald will serve the Collective as an individual most responsible for informing all Citizens of important aspects of the city as well as informing non-citizens whom they must speak with in order to gain preliminary acknowledgment.
1. In any official area (Elysium, Court, for example), a Herald is expected to speak with the authority of the Prince for the Collective. Words from the Herald are expected to be attributed as words from the Prince.
2. A Herald is expected to notify all Citizens of any changes to the laws of the Collective immediately.
3. A Herald is expected to inform non-citizens of whom they must speak with to gain preliminary acknowledgment, and in what order.


d. Primogen. A Primogen is an individual who has exercised good judgment on behalf of the Collective and may be called on by the Collective, via the Prince, to give advisements on various topics which may crop up in night-to-night affairs. A Primogen may also be approached by any Citizen for advice.


e. Sheriff. A Sheriff will, at all times, be a policing aspect for the rules and laws of the city-state. A Sheriff watches the Collective and reports to the Collective, via the Prince, on any affairs which could endanger the affairs of other Citizens within the city.
1. A Sheriff is expected to understand, acknowledge and interpret the laws of the city in their nightly duties.
2. A Sheriff is expected to investigate any disturbance of the rules and laws of the city.
3. A Sheriff is expected to arrange for any necessary cover-ups, clean-ups or otherwise fix needed, particularly in reference to the Masquerade. To clarify, this does not mean that the Sheriff must do it themselves, instead the Sheriff should understand what individuals of the Collective’s Citizenry have the best tools for the situation and understand how best to have them utilized.
4. A Sheriff is expected to give reports on any situations that occur within a reasonable amount of time to the Collective, via the Prince.


f. Hound. A Hound will, at the command of the Collective, police for the safety of all Citizens of the collective. A Hound is granted the ability for force if necessary in order to keep the interests of Citizens in check.
1. A Hound is expected to handle any unknown non-citizen with the understanding that as an unknown, they are potentially dangerous to the Citizens of Atlanta, and are granted the ability to exercise judgment on if the unknown non-citizen should be allowed to approach individuals of governing power within the city for preliminary acknowledgment.
2. A Hound is expected to check on individuals who have been granted preliminary and formal Acknowledgment, but are still non-citizens, to make sure that they are causing no trouble for Citizens of the city-state of Atlanta.
3. A Hound is expected to be the first and foremost authority on handling any martial affair that may be necessary within the city, and all Citizens of the Collective (unless overruled by the Collective, via the Prince) should follow the Hound’s mandate if necessary.
4. A Hound may be called upon to assist in the calming of a situation between Citizens, but under no circumstances is a Hound to afflict a Citizen with any unnecessary harm unless given leave by the Collective present – who then take full responsibility for the actions of the Hound.


g. Addendum, March 29th, 2007: Master of Elysium. A Master of Elysium will serve the Collective as an individual most responsible for the upkeep of the most sacred non-violent sanctuary of the Kindred race.
1. A Master of Elysium is expected to set the tone and rules of the Elysium(s) for the Collective.
2. A Master of Elysium is is expected to assign punishment for infractions or incidents that occur within such a sanctuary as Elysium.
3. A Master of Elysium is expected to handle the grants of Elysium for individual parties or gatherings.
4. A Master of Elysium is expected to keep Elysium(s) a visitable environment for all Citizens of the Collective.
5. A Master of Elysium is expected to maintain order from non-citizens or have the ability to see them removed from the premises without the usage of force unless absolutely necessary. It is understood if force is used, that the incident will be investigated by the Sheriff.
6. A Master of Elysium is expected to have semi-regular events and functions at a "normally" designated Elysium to keep up attendance and promote interaction between Kindred. An example of such events and functions (but are not limited to only) are: parties, debates and discussions.


h. Territory Holders. Holders of territories, or domains, within Atlanta are expected to keep a close watch on the inner workings of all functions of their domain, with particular care to watching the health of the mortal food within such a territory.
1. A Territory Holder is expected at all times to be able to present information to the Collective, via the Seneschal, on the amount of individuals – and whom – are feeding within their chosen territory as well as the relative health of the mortal herd within it.
2. A Territory Holder is expected to handle small issues of feeding first and foremost with any Citizens within it should the need arise. If a Territory Holder encounters trouble, which can lead to a situation in where the health of the mortal herd within the domain becomes endangered, the Territory Holder must then petition the Collective, via the Seneschal, for an injunction on the offending Citizen.
3. A Territory Holder is expected to handle normal living issues and grants of feeding in their own time and not trouble the Collective with such issues. If the Territory Holder is unable to handle the management of their territory, they should forfeit the right to it.
4. A Territory Holder is not permitted to use any show of physical force against a Citizen within their territory without first notifying the Collective, via the Hound.
