The following laws govern the Kindred Territories, as well as those kindred are free to traverse, in Carcosa:
Kindred Territories consist of Starkhorn Heights, the Amptons, Pappelbon Row, Oceanfront, Hanover Wards, and East Ecclesia:: Kindred are allowed free access to Boomerang Way.
The Kindred known as Josephine Blackwell-Finch and Kien Zhao are admired and loved by Carcosa. They are forever welcome here.
The Three Traditions govern Carcosa
Do not reveal your true nature to those not of the Blood. Doing so forfeits you your claim to the Blood.
All Masquerade breaches must be reported to the Sheriff. Failure to do so only increases severity of the breach. It's far better to hear about a problem from the person who caused it than to hear about it over police scanners and from inside newsrooms.
Sire another at the peril of both yourself and your progeny. If you create a childe, the weight is your own to bear.
Siring is a privelege granted by the Prince. Petitions will be accepted or denied based upon the merit of both the petitioner and the petition. The orphaning of a childe is the second most serious offense in the eyes of Carcosa's court. Those who flee and leave behind unreleased childer are not welcome here should they return. Illegally killing or torporing or incapacitating of a sire or mentor with currently unreleased childer is subject to the severest penalties possible.
You are forbidden from devouring the heartsblood of another of your kind. If you violate this commandment, The Beast calls to your own Blood.
The penalty for diablerie is torture and death. There are no exceptions.
Problems are your problems, not our problems. Kindred who find trouble outside the aforementioned territories may not petition the Court for assistance with them, and further may be punished for their actions, particularly if "trouble" comes back with them to find other kindred.
The Lost Ones, also called Changelings, of Boomerang Way are on amiable terms with the Court. No kindred should seek to offend them nor give them cause to offend the Court. The best way to ensure this is by leaving them alone whenever possible.
Kindred who find trouble within the territories may petition at Court or in any public kindred forum for resolution.
To avoid problems related to property, all domain and retainers must be marked with a symbol of the possessor upon neck or wrist.
Merit and activity are rewarded by the Court.
The court recognizes proxies.
Kindred may agree to serve as proxies for others, and ghouls bearing a letter of proxy are also acceptable. It is assumed that by empowering another as a proxy, the kindred in whose place the proxy acts accepts full responsibility for the words and deeds of her chosen proxy. Falsely acting as proxy, that is, anyone claiming to be proxy to someone who has not duly empowered her to do so, is a grievous crime in Carcosa.
Lords of the territories are required to have a remarkable presence in public kindred social gatherings. They must attend all Courts or send a designated Proxy in their place.
Un-lorded lands are directly administered by the Prince.
Sanctioned duels may be fought to any terms agreed upon by both combatants and the Prince.
Only duels which are appropriate to and for the issue of their focus will be sanctioned. A duel need not be a violent exercise. Duels of wit, guile, and influence are acceptable if both parties agree. Cheating in duels, including the involvement of non-participants or the use of Majesty, Dominate, or any similar powers to influence their terms or their sanctioning, will be punished severely and may furthermore void the duel. Any dispute settled by a duel is settled and should not come up again. All duels end with a sincere apology by the loser and a gesture of gracious goodwill from the victor. Duels are never permitted to end in death.
The Court believes firmly in the legal traditions of standing and prestation. Defaulting on a legally recognized boon may be grounds for exile.
The following are the privileges of rank in Carcosa:
Acknowledged kindred may seek the right to feed, either from a holder of territory or directly from the Prince in the case of directly administered territories. There is no guarantee of one's preferred feeding grounds being available but requests for feeding ground will not generally be denied. The fee for feeding in unclaimed land is one thousand dollars per month. Kindred who cannot afford this should request to make other arrangements. Lords of territories may charge what they like.
Acknowledged kindred may develop influence with the various mortals in the city. Disputes over these influences should absolutely never come to violence, and if need be will be arbitrated by the Court.
Acknowledged kindred have the Court's protection against undue violence against themselves and their retainers and may petition the Court for redress should they be victim. In cases of unlawful violence resulting in incapacitation, any acknowledged kindred may petition for redress. If the Court is aware of illegal violence even if no petition is brought forth it may impose a remedy.
Acknowledged kindred may petition the Court to sanction a duel.
Acknowledged kindred may attend public functions of kindred society, though this cannot be construed to extend to privately organized events.
Acknowledged kindred will be given the opportunity to speak in court should they request it.
Acknowledged kindred may petition for the right to embrace.
Recognized kindred have all the privileges of acknowledged kindred, tacitly.
Recognized kindred may raise general petitions of the types not specifically granted to Acknowledged kindred.
Recognized kindred may serve as surrogate sires for any abandonded or orphaned childer.
Recognized kindred will be granted the opportunity to speak in Court before any Acknowledged kindred should they request it.
Valued kindred have all the privileges of recognized kindred, tacitly.
Valued kindred should not be publicly insulted or disparaged by those of lesser rank.
Valued kindred may immediately have the floor at court, before, during, or after the speech of those of lower rank, should they request it.
Kindred of superior rank will generally, but not as a rule, be looked upon more favorably in disputes arbitrated by the Court. Their word is worth more than that of those they outrank.
The Court of Carcosa
The Court of Carcosa consists of a Prince, Hazel Connor, a Sheriff, Tom Brock, and all legally recognized holders of territory.
With regard to the influence of the Sheriff and Prince over local newsmedia, criminal courts and police stations, and the local morgues:
These influences are maintained for the sake of upholding the masquerade. To assault them is to assault the safety of all kindred.
