Laws of the Kingdom

  • All Kindred owe Loyalty to the King. Kindred convicted of disloyal association with outside Kingdoms will be put to death.
  • All Overlords owe Fealty to the King. Overlords, new or old to power, will by personal arrangement or proxy swear an oath of loyalty to the King.
  • The Faxist is a necessity. Faxists will be welcome in all cities.
  • The Masquerade will be upheld. Kindred are forbidden from drawing attention to themselves or their retainers. They will not make retainers of luminaries.
  • Progeny are property of their sires. Until a childe is released, the sire is the sole determiner of it's life or death.
  • Amaranth is an offense against all civilized Kindred Societies. Kindred found guilty of Amaranth will be burned.

Laws of the Tomesha Valley Hold

  • The laws of the Kingdom will be upheld.
  • The Embrace may be granted by a Prince. Each Prince will be allotted a certain number of embrace petitions per decade.
  • Diplomats are a necessity to a peaceful reign. Each Prince is required to send a Diplomat to the Overlord's Court.
  • Final Death is an affront to God. Only the Overlord has the right to determine the death of a released Kindred.
  • Cities are granted protection by the Overlord. Tithes for this protection will be collected at each Court.
  • Each city will make welcome the Herald. The Herald acts with the authority of the Overlord.

1 Let it be known that the territory of Las Vegas, Nevada is held by Prince Deion Sanders, childe of Zachary Pandolfi, under the command of the Overlord, His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles, under the purvey of His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds, accepts the supreme authority of His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds. The territory of Las Vegas, Nevada accepts the jurisprudences of His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds and his appointed constabularies within the ranks of the Faxists.


2 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, the accepts the appointment of His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds' Faxists; the Kindred known as Benjamin Hart, Dustin Hill, Jacob Morales, Margaret Robinson and Sean Henderson shall always be permitted within the boundaries of Las Vegas and welcomed and protected while within her borders serving the duties of His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds.


3 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, accepts the responsibility to police all activities with regard to the Masquerade and it's preservation as necessitated by our allegiance to His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds. The territory of Las Vegas, Nevada, held by Prince Deion Sanders, shall make sure that no luminaries of state or social-connect come to sample of any Kindred's vitae while indulging of the entertainment of our city or living within it's boundaries.

i The Law of the Masquerade shall also extend to those of "Internet" Social Renown for the Kindred within the Collective State of Las Vegas, Nevada territory.


4 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, accepts the distinction from His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds that all Progeny shall remain property of their Sires until their official release into the society of the Kindred of the territory of Las Vegas, held by Prince Deion Sanders.

i The Law of the Progeny shall also extend to those who have been given Vitae to prolong their natural life for the ends of Kindred, known as Retainers or Ghouls, within the Collective State of Las Vegas, Nevada territory.


5 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, accepts the responsibility of unleashing the Final Death against Kindred who would practice the abhorrent act of the Amaranth within the territory of Las Vegas, Nevada. No quarter will be given to a known Diablerist.

Article Two

1 Let it be known that the territory of Las Vegas, Nevada is held by Prince Deion Sanders, childe of Zachary Pandolfi bears the Laws and dictates composed by her Overlord, His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles. The territory of Las Vegas, Nevada, held by Prince Deion Sanders, accepts the authority in which His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles has placed within his officers of his court: the Gaoler, Herald and Master of Elysium.


2 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, acknowledges the wisdom of the limitation upon Kindred made new to the Blood, and shall abide by the allotment as so commanded by His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles.


3 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, shall hold a regular Convening of the Collective within the territory of Las Vegas, Nevada, held by Prince Deion Sanders, some nights before a designated official Court of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles, wherein the convened collective will make sure that the Tithes of the Collective have been properly fulfilled so that the Diplomat may take them with him to present to the Overlord.

Section 3 last modified by Mycah Thaine and approved by consensus at the Convening of the Collective on January 22nd, 2012.
i All covenants represented within the Collective State of Las Vegas, Nevada territory will send a representative at the very least to a Convening of the Collective.


4 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, acknowledges that those of the Blood shall not be slain without the consent of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles, except in the cases under which would violate the laws of His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds, accepts the supreme authority of His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds.


5 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, shall present proper tithe to His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles at the designated time and place of his Court.

i All Kindred of the Collective State of Las Vegas, Nevada territory will be expected, if requested, to aid in the collection of this tithe.


6 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, the accepts the appointment of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles' Gaoler; the Kindred known as Jose Rizzuto shall always be permitted within the boundaries of Las Vegas and welcomed and protected while within her borders serving the duties of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles.


7 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, the accepts the appointment of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles' Herald; the Kindred known as Carla Michaels shall always be permitted within the boundaries of Las Vegas and welcomed and protected while within her borders serving the duties of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles.


8 The territory of Las Vegas, Nevada, held by Prince Deion Sanders, the accepts the appointment of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles' Master of Elysium; the Kindred known as Sara Malloy shall always be permitted within the boundaries of Las Vegas and welcomed and protected while within her borders serving the duties of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles.

Article Three

1 The Masquerade within the Collective State of Las Vegas, Nevada territory, held by Prince Deion Sanders, abides by the Tradition of the Masquerade, as referenced in Article 1, Section 3. Furthermore, as referenced in Paragraph 1, the Collective State of Las Vegas, Nevada shall also acknowledge that this extends to luminaries that rapidly rise to regularly-occurring fame via the "Internet".

i Websites on the World Wide Web of the Internet which gain in excess of 250,000 "hits" which directly correlate to a person and or group of people shall be designated as luminaries for the laws application.
ii Videos placed on the YouTube website on the World Wide Web of the Internet which depict those of The Blood is grounds for immediate severe punishment within the Collective State of Las Vegas, Nevada territory.
iii Kindred within the Collective State of Las Vegas, Nevada territory which use the following websites may not utilize their true name, post any pictures which would designate their local at a specific point in time or otherwise give any ability of Geo-location, Geo-tagging or other new placement-in-the-world-at-such-time which has the potential to be tracked to surveillance cameras and thus endanger the Masquerade: Facebook, Flickr, Google+, Tumblr, Twitter.

2 The Tradition of Progeny within the Collective State of Las Vegas, Nevada territory, held by Prince Deion Sanders, abides the Tradition of the Progeny, as referenced in Article 1, Section 4 as well as referenced in Article 2, Section 2. Furthermore, as referenced in Article 1, Section 4, Paragraph 1, the Tradition of Progeny shall also extend to those who have been given Vitae to prolong their natural life for the ends of Kindred, often referred to colloquially as "Retainers" or "Ghouls".

i No Kindred within the Collective State of Las Vegas, Nevada territory shall embrace or request the embrace of any luminary as referenced within this Constitution.
Paragraph 1 suggested by Troy Evans and approved by the Convening of the Collective on August 21st, 2011.


3 The Tradition of Amaranth within the Collective State of Las Vegas, Nevada territory, held by Prince Deion Sanders, abides the Tradition of the Progeny, as referenced in Article 1, Section 5. Furthermore it is understood that this dictate from His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds supersedes that which His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles has commanded as referenced in Article 2, Section 4. Those who are suspected of partaking in Diablerie will be subject to trial during a Convening of the Collective as called by Prince Deion Sanders.

i Personal absence of the accused from this trial is a full admission of guilt.
ii No proxies are allowed on behalf of the accused.
iii Dominate is not permissible as evidence.
iv Guilt as decided based on evidence, conjecture and debate shall immediately subject the guilty Kindred to the Blood Hunt within the Collective State of Las Vegas, Nevada territory.

Article Four

1 All Kindred within the Collective State of Las Vegas, Nevada territory are known as one of the following designations within the collective: Nomad, Non-Citizen, Travelling Holder of Office, Citizen and Holder of Office. Each designation has it's own rights and privileges which distinguish them from another and are not mutually exclusive to another, though at times some may overlap.

i A Nomad is an individual of the Blood who has recently come to the Collective State of Las Vegas, Nevada territory and hold no state of Office within the Tomesha Valley Hold.
ii A Non-Citizen is an individual of the Blood who has been granted leave to stay within the Collective State of Las Vegas, Nevada territory.
iii A Travelling Holder of Office is an individual as appointed by His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds or the Collective State of Las Vegas, Nevada's Overlord, His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles that has come to the Collective State of Las Vegas, Nevada territory for Official Business.
iv A Citizen is an individual who has taken it upon themselves to be directly involved in the night-to-night activities of the Collective State of Las Vegas, Nevada territory and has been officially granted the appointment of Citizen by Prince Deion Sanders.
v A Holder of Office is an individual who has been appointed to one of the following positions in the Collective State of Las Vegas, Nevada territory by Prince, Deion Sanders: Diplomat, Holder of Territory, the People's Voice, Regulator or Sheriff.


2 The Rights of a Nomad within the Collective State of Las Vegas, Nevada territory are as follows:

i They have no rights, save the right to attend Elysium unmolested and to represent themselves before the Prince, Deion Sanders, if a dispute arises.
ii In event of unforeseen issue, they may not request a defendant from the Collective State of Las Vegas, Nevada's citizenry.


3 The Rights of a Non-Citizen within the Collective State of Las Vegas, Nevada territory are as follows:

i They have the right to make deals with other members of the collective, collect and labor under boons and attend Elysium unmolested.
ii In event of unforeseen issue, they may not request a defendant from the Collective State of Las Vegas, Nevada's citizenry, but may be represented by a Citizen of the Collective State of Las Vegas, Nevada territory should they choose to do so of their own free will.
iii They may not hold office or territory within the Collective State of Las Vegas, Nevada territory.
vi They do not have the right to be a part of the Consensus, unless specifically stated otherwise.


4 The Rights of a Travelling Holder of Office within the Collective State of Las Vegas, Nevada territory are as follows:

i They have the right to make deals with other members of the collective, collect and labor under boons and attend Elysium unmolested.
ii In event of unforeseen issue, they may request a defendant from the Kingdom of the Americas or the Tomesha Valley hold provided that they may arrive within the next two nights. If no defendant is available for that time frame, they may request a defendant from the Collective State of Las Vegas, Nevada's citizenry.
iii They may not hold office or territory within the Collective State of Las Vegas, Nevada territory.
iv They have the right to request temporary living quarters for as long as they are in the Collective State of Las Vegas, Nevada on Official Business.
The Paragraph 4 addendum of "on Official Business" suggested by Vivianne Hartford and approved by the Convening of the Collective on August 21st, 2011.
v They have the right to make the arrangements to hunt within the Fiefs of the Collective State of Las Vegas, Nevada with those who have had them granted by Prince Deion Sanders.
vi They do not have the right to be a part of the Consensus, unless specifically stated otherwise.


5 The Rights of a Citizen within the Collective State of Las Vegas, Nevada territory are as follows:

i They have the right to make deals with other members of the collective, collect and labor under boons and attend Elysium unmolested.
ii In event of unforeseen issue, they may request a defendant, or group of defendants (no larger than 3) from the Collective State of Las Vegas, Nevada's citizenry.
iii They may hold office or territory within the Collective State of Las Vegas, Nevada territory.
iv They have the right to make the arrangements to hunt within the Fiefs of the Collective State of Las Vegas, Nevada with those who have had them granted by Prince Deion Sanders.
v They have the right to be a part of the Consensus.
vi They have the right to petition for the Embrace of another of the Blood.
vii They have the right to petition for an Official Inquiry into a Holder of Office for ineptitude, negligence or other issue.
viii They have the right to petition for an Official Inquiry into a Territory Holder for ineptitude, negligence or other issue.
ix They have the right to an Addressing of Grievances at a Convening of the Collective so long as it has been requested to be on The Agenda at least two nights in advance of a scheduled convening.
x They have the right to presenting a choice of a Diplomat at a Convening of the Collective.


6 The Rights of a Holder of Office within the Collective State of Las Vegas, Nevada territory are as follows:

i As Citizens already, they have the rights of a Citizen which apply to them.
ii They have the right to the Embrace of another of the Blood.
iii They have the right to launch an Official Inquiry into a Holder of Office for ineptitude, negligence or other issue.
iv They have the right to launch an Official Inquiry into a Territory Holder for ineptitude, negligence or other issue.
v They have the right to an addendum to The Agenda at the end of all prior scheduled business at a Convening of the Collective.
vi They have the right to an Addressing of Grievances before a body of the collective at with at least one representative from each covenant represented in the Collective State of Las Vegas, Nevada and Prince Deion Sanders.

Article Five

1 The Duties of a Diplomat within the Collective State of Las Vegas, Nevada territory are as follows:

i A Diplomat is expected to attend the Court of the Collective State of Las Vegas, Nevada's Overlord, His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles.
ii A Diplomat is expected to speak of and look after the interests of the Collective State of Las Vegas, Nevada territory while in attendance of the Court of the Overlord as referenced in Paragraph 1.
iii A Diplomat is expected to act properly while in attendance of the Court of the Overlord as referenced in Paragraph 1.
iv A Diplomat is expected to know, in full, all of the laws of the Collective State of Las Vegas, Nevada and should provide a copy to Nomads, Non-Citizens, Citizens and others outside of the Collective State of Las Vegas, Nevada territory, throughout the Tomesha Valley Hold, on request.
v A Diplomat is expected to facilitate accommodations requested by a Travelling Holder of Office during their stay in the Collective State of Las Vegas, Nevada territory on Official Business.


2 The Duties of a Holder of Territory within the Collective State of Las Vegas, Nevada territory are as follows:

i A Holder of Territory is expected to properly safeguard their Territory against breaches of the laws of the Collective State of Las Vegas, Nevada.
ii A Holder of Territory is expected to properly align those granted hunting rights to the limitations of their assigned territory.
iii A Holder of Territory is responsible for collecting the Tithes of the Collective from those of the Blood with Havens in their assigned territory and presenting it to Prince Deion Sanders in the required timeframe.
iv A Holder of Territory is responsible for aiding, if necessary, other Holders of Office if their Official Business requires such within their territory.


3 The Duties of the People's Voice(s) within the Collective State of Las Vegas, Nevada territory are as follows:

i The People's Voice is expected to be well-versed on the goings-on within the city and the Hold of Tomesha Valley.
ii The People's Voice is expected to take part in facilitating gatherings, exposes or other interests of the Collective State of Las Vegas, Nevada territory.
iii The People's Voice is expected to aid in maintaining a civilized gathering space for those of the collective.
iv The People's Voice is expected to be available in the event that a minor dispute over Prestation or Boons arises.
vi The People's Voice is expected to facilitate the awareness of important dates to the collective.


4 The Duties of a Regulator within the Collective State of Las Vegas, Nevada territory are as follows:

i A Regulator is expected to be capable in matters of martial need so that they may utilize them in a proper manner when instructed to by Prince Deion Sanders or in maintaining control over a situation wherein there is the threat of violence.
ii A Regulator is expected to patrol the borders of the Collective State of Las Vegas, Nevada territory and inform any unknown Nomad as to the whereabouts of the Elysium, in the event that they are not familiar with it's location.
iii A Regulator is expected to keep regular tabs on any Nomad who has stated they are temporarily within the limits of the Collective State of Las Vegas, Nevada territory for entertainment purposes, or those who have not yet attended the Elysium in order to request permission, to make certain that they are not poaching or otherwise taking part in undesirable activities.


5 The Duties of a Sheriff within the Collective State of Las Vegas, Nevada territory are as follows:

i A Sheriff is expected to know, in full, all of the laws of the Collective State of Las Vegas, Nevada.
ii A Sheriff is expected to investigate and inquire as to any potential or known bending, ignoring or outright breeches of the Laws of the Collective State of Las Vegas, Nevada territory.
iii A Sheriff is expected to facilitate the covering of minor Masquerade issues, such as gripping, through the Holder of Territory in which the issue has occurred.
iv A Sheriff may assign up to two Deputies to aid in the duties of Sheriff. Deputies have no additional rites save the right to inquire on behalf of the Sheriff.
v A Sheriff is expected to have a listing of issues which have been investigated, solved or unsolved, which have arisen in the time between Convenings of the Collective.

Article Six

1 All Kindred who have come to the Collective State of Las Vegas, Nevada have come and began as a non-citizen. Many have chosen this as their path, as it is far less involving than those of the Blood who would like to see themselves advance beyond within this new great society of ours. To be a Citizen takes dedication and applying oneself selflessly towards the greater good of those already within the city. Those who have chosen the harder path towards Citizenry have complied with, and then gained official endorsement from Prince Deion Sanders, on the following matters:

i The non-citizen has regularly partaken in the currency of those of the Blood.
ii The non-citizen has not been found guilty of any breach or infraction upon the Laws of the Collective State of Las Vegas, Nevada. In the event that they have, they must wait one full year before requesting placement as Citizen to show their mistake was just so.
iii The non-citizen has not been the cause of gripping a territory since their arrival. In the event that they have, they must wait one full year before requesting placement as Citizen to show their mistake was just so.
Paragraph 3 suggested by Mycah Thaine and approved by the Convening of the Collective on August 21st, 2011.
iv The non-citizen has no less than three official references, verbally to Prince Deion Sanders or on paper, for whom they have done activities with no return fee or expectation of recompense.
v The non-citizen has been known as a "regular" at Kindred-friendly establishments, such as Elysium or other areas wherein those of the Blood gather.
vi The non-citizen has attended the Convening of the Collective if one (or more) have been called in the time they have been within the Collective State of Las Vegas, Nevada.


2 For matters of state involving the collective the Prince, Deion Sanders can and will call a Convening of the Collective. During such there will be an Agenda that is followed. During the activity of the actual convening, there will be many calls for Consensus. There will also be Addressing of Grievances of matters within the city and Addressing of Addendums to the current laws.

i All Citizens are expected to attend a Convening of the Collective. Proxies are valid, and should be made known to the Sheriff prior to the convening.
ii The Agenda is the listing, in order, of all matters to be addressed at the night's Convening of the Collective. The Agenda is formulated and posted one night before a Convening of the Collective in Elysium. Refer to Article 4, Section 5, Paragraph 9 for the regulations on adding to the Agenda for Citizens, and Article 4, Section 6, Paragraph 5 for Holders of Office. Matters that apply as Grievances or Addendums which have been added to the Agenda following the regulations as listed prior will then be addressed in the proper manner for Gaining the Consensus.
iii Matters of note on the Agenda are debated and then decided upon through a process called Gaining the Consensus. The matter in question is brought up before the collective by Prince Deion Sanders who will designate if it is Citizen-only or if Non-Citizens can also join in the Gaining of Consensus. Those who wish to speak on the matter announce themselves as saying "Voice" or "Mic Check" to the collective; a responsive "Voice" or "Mic Check" allows that individual to continue addressing their concerns to the collective while knowing that they are paying attention. The consensus discussion is moderated by Prince Deion Sanders and when those who have wished to speak have done so, will call for the Consensus. Those Kindred who support or no-support a matter on the Agenda called to consensus move to the respective side of the room (left or right) as determined by Prince Deion Sanders. If the sum of supporters outweighs the sum of non-supporters, the matter passes Consensus.


3 Being a part of the Collective State of Las Vegas, Nevada territory requires that Kindred also take part in the Tithes of the Collective which are owed to our Overlord, His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles at a time designated in Article 2, Section 5. The Tithes are collected on request by the Holders of Territory and presented to Prince Deion Sanders so that the Diplomat may take them to the Court of the Overlord when it is convened.

i Each notated Haven wherein a Kindred is living qualifies for this tithe. A Haven of one of the Blood within the Fiefs of the Collective State of Las Vegas, Nevada territory should be registered to the appropriate Holder of Territory so there is no confusion as to how many tithes a Kindred is to labor under in the event there are multiple havens which the Kindred owns.
ii A Kindred may only bear the burden of tithe one time per call for Tithes of the Collective.


4 Official Inquiries may be instated by members of the collective with the regulations listed on Article 4, Section 6, Paragraph 7 & 8 for Citizens and Article 4, Section 6, Paragraph 3 & 4 for Holders of Office. During such time, an individual is required to share documentation, information or other pertinent Office-or-Territory notations to those involved in the inquiry to determine if negligence or ineptitude or some other collective-concerning issue is indeed taking place.

i Prince Deion Sanders will assign Citizens to the Inquiry Panel.
ii The Kindred who petitioned for or initiated the Official Inquiry shall always take one seat on the Inquiry Panel.
iii An Inquiry Panel has two weeks to investigate a Kindred on which an Official Inquiry has been called. At the end of the two weeks, the results should be given to Prince Deion Sanders who will then address the collective concerning the Inquiry Panel's findings.

Article Seven

1 While the majority of those of the Blood strive to dutifully follow the laws, restrictions, guidelines and proscriptions aimed at keeping the society of the Collective State of Las Vegas, Nevada territory, errors and infractions occur, outright ignoring or flagrant disobedience occurs. Thus, it is necessary to have a formal and standardized version and method of dealing with such erroneous behavior short of inhumane methods of ages-past. This article aims to address the differing kinds of infractions and then recommend methods or suggest applicable "standards" of punishment for dealing with such infractions in measured means, so that society of Kindred can retain civility and humility.


2 The infractions addressed by this section are considered minor, yet still worthy of note, as it infringes on the Collective State of Las Vegas and those who work towards being dutiful citizens, taking part in the night-to-night and interests of our city. The issues addressed are as follows: A Covenant represented within the Collective State of Las Vegas territory elected to not send at least one representative to a well-known Convening of the Collective. An individual did not give proxy and did not attend a well-known Convening of the Collective.

i Covenants which do not send a representative to the Convening of the Collective may be subject to double membership tithes for the next Tithes of the Collective.
ii Covenants which do not send a representative to the Convening of the Collective may have their each of their membership be required into one unpaid duty after the Convening of the Collective.
iii Covenants which do not send a representative to the Convening of the Collective, if applicable, will lose any part of the Agenda which they have requested and been granted to be taken to consensus.
iv Kindred and those of the Blood which do not attend a Convening of the Collective and do not arrange for proxy with the appropriate method may be subject to double tithe for the next Tithes of the Collective.
v Kindred and those of the Blood which do not attend a Convening of the Collective and do not arrange for proxy with the appropriate method may be subject to one unpaid duty after the Convening of the Collective.
vi Kindred and those of the Blood which do not attend a Convening of the Collective and do not arrange for proxy with the appropriate method', if applicable, will lose any part of the Agenda which they have requested and been granted to be taken to consensus.


3 The infractions addressed by this section are considered to be of some weight as they directly conflict with the Collective State of Las Vegas and places an individual's self-importance and needs above that of the collective group of the Kindred in our society. The issues addressed are as follows: An Individual who purposefully or through negligence ignoring or rendering non-payment on their part of the Tithes of the Collective. An individual who is subject to an Official Inquiry and fails to meet the standards required by his position or maintenance of a territory as determined by the Inquiry Panel's results.

i An individual who does not pay their fair share of the Tithes of the Collective may have applicable personal assets seized by the Collective State of Las Vegas equal to their initial share, doubled.
ii An individual who does not pay their fair share of the Tithes of the Collective may be charged with one unpaid duty to each member of the collective for their part. In the event that they also do not complete this task, their name, lineage and other defining features will be shared throughout the Hold of Tomesha Valley, so that they will be known as a Boon Evader.
iiiAn individual who is found negligent or inept or otherwise incapable of continuing the activities and duties of their station via the regulations on Official Inquiries as denoted in Article 6, Section 4 will immediately be relieved of duty and an interim individual from the Collective State of Las Vegas will be appointed. The individual who was found negligent in duties to the collective may be charged with one unpaid duty to each member of the collective for their part. In the event that they also do not complete this task, their name, lineage and other defining features will be shared throughout the Hold of Tomesha Valley, so that they will be known as a Boon Evader.
ivAn individual who is found negligent or inept or otherwise incapable of continuing the activities and duties of their station via the regulations on Official Inquiries as denoted in Article 6, Section 4 will immediately be relieved of duty and an interim individual from the Collective State of Las Vegas will be appointed. The individual who was found negligent in duties to the collective may also be subject to further criminal prosecution depending on the findings of the Inquiry Panel.


4 The infractions addressed by this section are considered to be of weight, due to their infringement on not only the laws of the Collective State of Las Vegas territory, but also sharing infringement on the laws, either spoken or unspoken, of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles or the superseding laws of His Majesty, Alder Cornelius P. Turner, King of the United Continent of the Americas, Architect of the Great Expansion, and Supreme Ruler of the Five Holds. The issues addressed are as follows: Violation of the sanctity of the Elysium. Violation of the Masquerade. Violation of Progeny. Violation of Boons.

i Kindred or those of the Blood who have been accused as being part of a breach of the sanctity of the Elysium or of it's outlying laws within the Collective State of Las Vegas shall be immediately subject to a Trial of the Collective. The accused will have chance (or not), according to the regulations outlined for Nomads, Non-Citizens, Travelling Holders of Office or Citizens in Article 4, within various Sections. If the accused is determined to be guilty through the Trial of the Collective process, they shall immediately be subject to the will of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles's Master of Elysium, Sara Malloy. She will be immediately notified through the proper channels of the infringement, it's severity, and any details which are required by Prince Deion Sanders or another of his choosing. Punishment will be assigned by the will of Sara Malloy and carried out dutifully.
ii Kindred or those of the Blood who are accused of inadvertently or willfully breaching the Masquerade within the Collective State of Las Vegas shall be immediately subject to a Trial of the Collective. The accused will have chance (or not), according to the regulations outlined for Nomads, Non-Citizens, Travelling Holders of Office or Citizens in Article 4, within various Sections. If the accused is determined to be guilty through the Trial of the Collective process, they shall immediately be subject to a punishment of the collective; the weight and punishments suggested by the collective should be appropriate to the severity of the guilty action. Consensus will be utilized.
iii Kindred or those of the Blood who are accused of violating the laws of Progeny within the Collective State of Las Vegas, as detailed in Article 1, Section 4 and Article 2, Section 2, shall be immediately subject to a Trial of the Collective. The accused will have chance (or not), according to the regulations outlined for Nomads, Non-Citizens, Travelling Holders of Office or Citizens in Article 4, within various Sections. If the accused is determined to be guilty through the Trial of the Collective process, they shall immediately be subject to the will of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles. His Herald, Carla Michaels, will be notified through the proper channels of the infringement and any details which are required by Prince Deion Sanders or another of his choosing. Punishment will be by the will of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles and carried out dutifully.
iv Kindred or those of the Blood who are accused of evasion of Boons within the Collective State of Las Vegas, or are accused as evading Boons from another city in the Hold, shall be immediately subject to a Trial of the Collective. The accused will have chance (or not), according to the regulations outlined for Nomads, Non-Citizens, Travelling Holders of Office or Citizens in Article 4, within various Sections. If the accused is determined to be guilty through the Trial of the Collective process, they shall immediately be subject to a punishment of the collective; the weight and punishments suggested by the collective should be appropriate to the severity of the guilty action. Consensus will be utilized.


5 The infractions addressed in this section are considered to be of weight, due to the potential for extreme disruption to all of the Citizenry in the Collective State of Las Vegas, Nevada territory. The issues addressed in this section are as follows: Interfering or purposely obstructing the duties of a Holder of Office. Interfering or purposely obstructing the duties of a Travelling Holder of Office.

i Kindred or those of the Blood who have been accused of interfering or purposely obstructing the duties of a Holder of Office within the Collective State of Las Vegas shall be immediately subject to a Trial of the Collective. The accused will have chance (or not), according to the regulations outlined for Nomads, Non-Citizens, Travelling Holders of Office or Citizens in Article 4, within various Sections. If the accused is determined to be guilty through the Trial of the Collective process, they shall immediately be subject to a punishment of the collective; the weight and punishments suggested by the collective should be appropriate to the severity of the guilty action. Consensus will be utilized.
ii Kindred or those of the Blood who have been accused of interfering or purposely obstructing the duties of a Travelling Holder of Office within the Collective State of Las Vegas shall be immediately subject to a Trial of the Collective. The accused will have chance (or not), according to the regulations outlined for Nomads, Non-Citizens, Travelling Holders of Office or Citizens in Article 4, within various Sections. If the accused is determined to be guilty through the Trial of the Collective process, they shall immediately be subject to a punishment of the collective; the weight and punishments suggested by the collective should be appropriate to the severity of the guilty action. Consensus will be utilized.


6 The infraction addressed in this section is most grave, dealing with the Final Death of another of the Blood. There is little need for a detailed section on this crime. Kindred or those of the Blood who have been accused of the grievous crime of the slaying of another Kindred within the Collective State of Las Vegas shall be immediately subject to a Trial of the Collective. The accused will have chance (or not), according to the regulations outlined for Nomads, Non-Citizens, Travelling Holders of Office or Citizens in Article 4, within various Sections. If the accused is determined to be guilty through the Trial of the Collective process, they shall immediately be subject to the will of His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles. The Kindred in question shall be staked by the Regulator and then taken to Los Angeles by the Regulator personally and delivered to His Most Honorable Grace, Alder Joachim Diaz, High Prince of the Tomesha Valley, Archbishop of the Tomesha Valley, and Prince of Los Angeles for punishment.


7 The Heinous crime of the Amaranth shall be addressed in this section. Kindred or those of the Blood who have been accused of the grievous crime of the slaying of another Kindred within the Collective State of Las Vegas shall be immediately subject to a Trial of the Collective. The accused will have chance (or not), according to the regulations outlined for Nomads, Non-Citizens, Travelling Holders of Office or Citizens in Article 4, within various Sections. If the accused is determined to be guilty through the Trial of the Collective process, with the regulations mentioned in Article 3, Section 3, Paragraphs 1-4. Kindred found guilty and are Blood Hunted shall also be known to those of the Hold, so that they too may be made aware of such heinous crime and the fugitive should he escape the city of Las Vegas, Nevada.
