The small garage sits on the southern most end of The Strip, just before it becomes South Las Vegas. It consists of two repair bays and an office. Neither the garage bay nor the offices have any windows at all. There’s a neon sign that hangs beside the plain metal front door, no matter the time of day or night it’s lit declaring the small garage “Open”. However knocking on the door after business hours gets no response. Knocking on the back door though, if you know to do so, opens a whole new world.

Joe doesn’t just repair cars. He also operates a car chopping operation once the sun goes down. Any one who’s interested in buying or selling illegal cars ends up at Joe’s place sooner or later. He can handle chopping a car for parts, finding a buyer for a stolen car, or locating and obtaining special cars for the collector who doesn’t care how they come about.
