The Area

Decrepit and crime ridden, the areas around what's designated as Hanover Wards in Carcosa are a hellhole for anyone who is unlucky enough to live there. Like it's northern cousin, Pappelbon Row, Hanover is a powder keg waiting to explode. Envious of it's northern border with Ecclesia, but too afraid of the Chinese triads to try anything past small-time criminal activities, the local gangs turn inwards to fight with each other over turf and rights to run prostitution and deal methamphetamines, crack and weed at every street corner.

Part of a ready-to-blow situation, South Row residents have taken to calling themselves as being from "Southside" in direct competition with Pappelbon Row. Arguably, the South Row has the nastiest reputation, but it could be because of the media presence in the area. Media caravans roll through the area daily, trying to amplify every small situation or conflict that happens in the area. That, some concerned locals say, only adds fuel to that slowly intensifying fire. But, like normal American Media, it doesn't matter at all - something's got to be sensational to grab attention, so why not make it in your own backyard? Furthermore, the police are a joke in the area, literally. So many cops have been bribed or were once members of the gangs, that it’s been a running joke that they could even borrow cop cars if they wanted to for awhile.

There isn't much to say about the state of the area, most buildings are squat and in severe need of repair, while others are burnt and left to rot in the coastal weather. The cracks in some streets are so prevalent that grasses have started to sprout from them, depending on how busy the street tends to be. Whiskey bars and low-rate strip clubs litter the area, and it's almost a regular occurrence for a shooting to happen at these places. Rarely will you find a "safe" hole-in-the-wall place, which very much could be just as the local gangs like it: there's no place to hide if they come a'knockin'.
