(n., formal, archaic) The title given to a city’s most respected, and usually aged, Lord or Lords, who advise Kindred on matters of politics, history, and custom. The maximum number of Ephors in any city is fve; each Ephor is traditionally made ambassador to one clan (including the Ventrue). The Ventrue Priscus is typically an Ephor, and often regarded as the “ambassador” to his or her own clan.

I think that’s how it works, but I’d feel a lot better if the Ephor of the Savages agreed with us.
