Devotions are created when a vampire who understands certain powers is able to create a new, previously undone reaction to a particular situation or person. Devotions allow characters to have personal touches to powers and can be taught to other characters...

Player-Created Devotions

Keep in mind, Player-Created devotions are not available to be learned unless the character who's the "Creator" of the devotion is retired or otherwise gone from the game. Furthermore, players who create devotions may choose to tell the Storytellers they don't wish them to be obtainable after the character in question is dead/gone, and the devotion will be removed from the game, completely.
