We, the free and sovereign kindred of the Carthian Movement of Carcosa, Virginia declare ourselves to be of appropriate aptitude to govern from within and proclaim that every Kindred has the basic right to nourishment, a safe haven and safety from sunlight and violence. With the neverending Requiem in front of Kindred, the Sovreign Movement remains guided by the support of it's members and providing a suitable outlet and mechinism for political motivation and action and furthering the betterment of all kindred.

Bearing this in mind, the Sovereign Movement enacts:

Article 1

Political, Legal and Social Support

The Carthian Movement remain committed to multiple and many facets of political, legal and social support to all it's members.

Designates the following as support to all members:


1.1 - The Movement shall provide a central hub on mainland Carcosa accesible to all members and a safehouse on Rat Island;

1.2 - Efforts to obtain a suitable private haven by members shall not be infringed upon and shall find the aid of the Movement where needed;

1.3 - Need of suitable nourishment for members will not be tampered with and aid in acquiring nourishment and rights to nourishment will be found from the Movement;

1.4 - Freedom to voice disapproval, opinions, and thoughts about the Movement both publically and privately shall remain a constant among all members and shall not be infringed upon;

1.5 - Attempts by any member of the Movement shall receive support in their attempts and efforts to gain public positions;

1.6- If a member is in need of a suitable proxy for any such event including, but not limited to, court, parties, sermons or any such event, one may be found among the Movement;

1.7 - All support provided to members by the Movement shall not be construed to deny or disparage other support retained by members.


Article 2

Duties of Members of the Movement

As unity and growth is achieved within the Movement, effort and time contributed by all members must be sustained in order to ensure the functionality of the Movement.

Designates the following as duties of all members:


2.1 - All members must adhere to the articles of the constitution and to not infringe on the rights of members established within the constitution;

2.2 - Members are expected to contribute available resources to the Movement in order to allow and foster growth among the Movement and members,
2.2A - Members who do not contribute will not receive the benefit of the use of said resources;

2.3 - Attending Movement functions and events is a must for all members to ensure cohesivness with the Movement as a whole and unity;

2.4 - Members are to bring relevent and important incidents, events and rumors that affect members, the Movement, kindred of interest, other covenants and the city as a whole to the attention of the Movement or it's leaders;

2.5 - The regular attendence within the public eye is expected of all members including regular attendence at public events and elysium;

2.6 - The participation in the monitoring and control of city allies, contacts and places of importance is expected from all members;

2.7 - In order to preserve and assist in the stablization of domain and city wide wheat levels, Members are encouraged to keep a personal herd;

2.8 - Members are to vote in any election held for the Minister of Internal Affairs, Minister of Public Affairs and the Myrmidon,
2.8A - Members have the right to vote yes, no or abstain from the vote;

2.9 - In the event of a fellow member requiring a proxy for any event, members are to act as proxies for their fellow member,
2.9A - Members must be given prior notice to any such event where their role as proxy is needed;

2.10 - Those who go against their duties and the Movement or cause undue harm to the Movement will be placed on probation until such a time that they prove they warrant full membership, 2.10A - Members placed on probation will have limited access to covenant goods, services and connections;


Article 3

Structure of the Movement

To ensure full efficiency, productiveness, and growth within the Movement, leaders and heads of the Movement shall be chosen in order to help in the guiding of the Movement.

Designates the following as the structure of the Movement:


3.1 - The leadership of the Movement shall comprise of the Minister of Internal Affairs, the Minister of Public Affairs and the Myrmidon;

3.2 - All leadership positions of the Movement will be voted into the position on a plurality based voting system,
3.2A - Those attempting to campaign for any leadership position must announce their intention in order to be placed on the ballot,
3.2B - Ministers shall hold office for a period of two years at which time another election will be held,
3.2B.1 - A vote of no confidence may take place for a Minister prior to an election in the event that they have shown to be unsuitable to the position and a loss of support in them; 3.2C - To ensure a constant, unchanging voice of neutrality and unbiased views, the office of Myrmidon will be held eternally until such a time that the Myrmidon show they are no longer suitable and fit to fill such a role at which point a vote of no confidence may be allowed to take place;

3.3 - The Minister of Internal Affairs is granted the authority over all matters that are internal to the Movement,
3.3A - The Minister of Internal Affairs sets the internal policy of the Movement concerning aspects of the Movement,
3.3B - Movement wide projects that affect the movement as a whole are under the authority and may be initiated by the Minister of Internal Affairs,
3.3C - Rules concerning the central hub and safe haven of the Movement shall be determined and set by the Minister of Internal Affairs,
3.3D - The unity and collective good of the Movement shall remain a large concern to the Minister of Internal Affairs and will make due effort to ensure the sustainability of both;
3.3D - The assigning of Under-Secretaries and sub positions concerning internal efforts including, but not limited to, overseeing internal projects, internal investigations and any other roles dealing with domestic issues of the Movements;
3.3E - Members who warrant probation by neglecting on internal duties to the Movement or causing undue internal harm will be brought to the attention of the Myrmidon by the Minister of Internal Affairs;

3.4 - The Minister of Public Affairs is granted the authority over all matters that are external to the Movement,
3.4A - The Minister of Public Affairs sets the public policy of the Movement concerning aspects of the Movement's external influence, dealings and sway,
3.4B - Public events coordinated and run by the Movement will remain under the supervision, planning and purview of the Minister of Public Affairs,
3.4C - Any negotiations involving the Movement shall remain under the main authority of the Minister of Public Affairs,
3.4D - Dealings and cooperation with other covenants will remain under the supervision and guidance of the Minister of Internal Affairs,
3.4E - Alliances between the Movement and other covenants, organizations or people may be proposed and planned by the Minister of Public affairs,
3.4E.1 - Alliances must be approved by the Minister of Internal Affairs and Myrmidon,
3.4F - The assigning of Under-Secretaries and sub positions concerning external efforts including, but not limited to, overseeing external projects and events, external investigations and other roles dealing with external issues of the Movement;
3.4G - Members who warrant probation by neglecting public duties to the Movement or causing undue public harm will be brought to the attention of the Myrmidon by the Minister of Public Affairs;

3.5 - Ministers may not make decisions that without the rest of the Movement and leadership being aware of them;

3.6 - Movement resources are to be divided evenly between the Ministers for use towards the Movement and other project,
3.6A - Ministers may negotiate amongst eachother to diffuse resources between them;

3.7 - In the event that only one Minister is in office and a suitable Minister cannot be found or elected for the other position, the lone Minister may takeover the role of the other until such a time where a suitable Minister has been found;

3.8 - The Myrmidon of the Movement will remain to be the intermediary force within the Movement,
3.8A - Disputes concerning jurisdiction and purview between the Ministers will be settled by the Myrmidon,
3.8B - Changes and amendments to the constitution will be written by the Myrmidon and to be approved by the Ministers,
3.8B.1 - Once a change or amendment has been approved by the Ministers, a voted is conducted by the Movement to determine if it is to be enacted,
3.8B.2 - If the Movement has voted to enact the change or amendent to the constitution, the Myrmidon shall ratify the said change or amendment,
3.8C - The Myrmidon holds the role of ensuring that efficiency and productivity is achieved between the Ministers,
3.8D - To remain unbiased in all decisions and views will remain the utmost concern of the Myrmidon,
3.8E - The Myrmidon has the right to state that a kindred campaigning for the office of Minister is unsuitable
3.8F - The Myrmidon of the Movement shall remain the prime authority in interpreting the constitution.
3.8G- Members will be placed on probation by the Myrmidon only if they have been brought to the attention of them by the Ministers, 3.8G.1 - The Myrmidon may employ investigations and other suitable methods in order to determine if members are deserving of probation.
