History

This constitution was ratified November 5th, 2007, and has been in effect since.


The Text

Article I

The Carthian Collective of the city of Atlanta (heretofore "the Collective") endeavors to provide many privileges for its members. These are included but not limited to the following.

Section 1. The Collective intends to provide for the well-being of its members.

Section 2. The Collective intends to provide the legal framework for requests for security, and will attempt within its power to provide such security as it is deemed warranted.

Section 3. The Collective intends to provide a regular forum for open debate and the determination of consensus, at least once every two weeks.

Section 4. The Collective intends to provide political representation and advocacy on behalf of its members, within the city of Atlanta.


Article II

The Collective maintains certain standards for of action for its membership, and reserves the explicit right to expel those who are unwilling to comply with the following conditions. This list does not contain all expectations for membership, and extenuating circumstances may exist. Consensus makes the final decision as to a member's expulsion.

Section 1. Members of the Collective are expected to attend debates at least semi-regularly, and bring ideas and innovation to such.

Section 2. Members of the Collective are expected to contribute to Collective resources as needed.

Section 3. Members of the Collective are expected to report promptly on serious incidents they are involved with within the city.

Section 4. Members of the Collective are expected to follow the consensus they create, including the directives of the executive officers they help put in place via consensus.


Article III

The Collective's executive branch consists of two offices, Prefect and Myrmidon.

Section 1

The Prefect handles internal covenant affairs for the Collective. These include the following.

Subsection 1. The Prefect may use Collective resources, in emergency circumstances, to deal with the emergency circumstances in question. This is not a power to be used lightly, and such can and will be reviewed by consensus after the incident.

Subsection 2. The Prefect mediates disputes between members.

Subsection 3. The Prefect moderates debate.

Subsection 4. The Prefect may call emergency Collective meetings to deal with urgent issues.

Subsection 5. The Prefect decides the primary topics of debate during the biweekly open forum, and the order in which they are discussed. This may be overruled by consensus.

Section 2

The Myrmidon handles the Collective's external affairs.

Subsection 1. The Myrmidon serves as the covenant's ambassador, and may negotiate treaties, but not ratify them.

Subsection 2. The Myrmidon mediates disputes between members and non-members.

Subsection 3. The Myrmidon coordinates long-term, covenant-spanning projects.

Article IV

The Collective makes non-urgent, non-executive decisions via a process of consensus at the biweekly meetings, which all members of the Collective save for the Prefect and the Myrmidon are tallied in. Consensus is not a vote, and not unanimous, but instead is the process of coming to agreeable compromise. The circumstances that merit the consensus process include the following.

Section 1. Members will be admitted or dismissed by consensus.

Section 2. Officers will be selected and removed from their positions by consensus.

Section 3. This constitution may be amended by consensus.

Section 4. Consensus has the power to ratify inter-covenantal treaties negotiated by the Myrmidon.

Section 5. War may be declared for a specific purpose alone, only via unanimous consensus. It may be ended prematurely by non-unanimous consensus.
