This is a neutral environment. It is not particularly active but not especially lethargic either. It could swing toward aggression or alarm when given significant impetus, but it remains steady until something pushes it in either direction. Behavior and responses are reasonable, and outsiders are judged on their actions and not their familiarity.
Description
Flat. That's what the coastline is. It's flat like a board, which makes the long boardwalk seem to stretch for miles and miles on end. In truth, it's only about a mile or so two long, easily walked by all but the most bulbous tourist and local. The name "boardwalk" is kind of a misnomer, being as it's not been a boardwalk since the early 1900's and has been cement as long as anyone can remember.
Novelty shops and tourist lures line the more populated spots, and one can easily walk down to the shoreline from the beach itself. The scent of popcorn, fish, refuse (of course, you can't paint everything roses, you know) and sea blends in. Only the most weathered can stand it for too long before you simply get nauseated. Animals are allowed, but only in the small patch of beach labeled "animals", except for horses, which are allowed to be ridden along the beach.
Officers, on bicycles, segways (on the boardwalk) and horses patrol the area during the busy times of the week, and are rare on the others. The boardwalk actually doesn't suffer the same amount of crime as most other areas in the city, if only because people generally don't like drawing too much attention to themselves. Thus, one has to walk down to the piers and docks to really find any of the underworld action. Once you're there, though, there's panhandlers all over the damn place, like a plague of locusts.
